Overview
Australia's Working Holiday Maker (WHM) program operates through two distinct visa subclasses — the subclass 417 Working Holiday visa and the subclass 462 Work and Holiday visa. Eligibility for each subclass is determined by bilateral reciprocal arrangements between Australia and the applicant's home country. Not all nationalities qualify for both subclasses — a person can only apply for the subclass for which their passport nationality is eligible. The subclass 417 is available to nationals of countries including the UK, Canada, France, Germany, Ireland, Japan, South Korea, Italy, the Netherlands, and others — with an age limit of 18–30 (extended to 18–35 for nationals of Canada, France, Ireland, and the UK). The subclass 462 is available to nationals of countries including the USA, Thailand, Indonesia, Vietnam, China, Chile, and India — with a strict age limit of 18–30 for all nationalities — and most 462 nationalities must complete a pre-application process in their home country before applying; some are subject to annual country caps and ballots. How it works
Two subclasses — nationality determines eligibility
The WHM program has two visa subclasses that operate under separate bilateral frameworks:
- Subclass 417 (Working Holiday): for nationals of countries with reciprocal working holiday arrangements — historically with European and some other countries; the 417 program is the older and larger of the two subclasses; over 40 countries and territories are eligible
- Subclass 462 (Work and Holiday): for nationals of countries with specific bilateral work and holiday agreements — typically covers countries in Asia, the Americas, and other regions not covered by the 417 arrangement; also over 40 countries and territories are eligible
An applicant whose passport is eligible for the 417 cannot apply for the 462 and vice versa. The two subclasses have different eligibility criteria, age limits, and additional requirements.
Subclass 417 — key eligible nationalities and age limits
Nationals of the following countries (among others) are eligible for the subclass 417 Working Holiday visa — refer to the DHA WHM overview for the complete current list:
- Belgium, Canada, Cyprus, Denmark, Estonia, Finland, France, Germany, Hong Kong SAR, Hungary, Ireland, Italy, Japan, Republic of Korea, Malta, Netherlands, Norway, Portugal, Republic of San Marino, Sweden, Taiwan, United Kingdom
Age limits for the subclass 417:
- 18–30 years: most nationalities must be aged 18 to 30 at the time of application
- 18–35 years: nationals of Canada, France, Ireland, and the United Kingdom may apply up to age 35 (inclusive) under extended bilateral arrangements

- Argentina, Chile, China, India, Indonesia, Israel, Luxembourg, Malaysia, Papua New Guinea, Peru, Philippines, Poland, Portugal, Singapore, Spain, Thailand, Timor-Leste, Turkey, USA, Uruguay, Vietnam
Age limits for the subclass 462:
- 18–30 years: the strict age limit is 18 to 30 for all subclass 462 nationalities — there is no extended age bracket for any 462 nationality (unlike the 417 which has extended brackets for some countries)
Pre-application process for the subclass 462:
- Most subclass 462 nationalities must first complete a pre-application process administered by the applicant's home country government before applying to DHA
- The pre-application process typically involves registering with or obtaining a letter of support from the relevant home country authority — the specific process, timing, and documentation varies by country

Country caps and annual ballots for the 462
Some subclass 462 nationalities are subject to annual country caps that limit the number of visas available per program year:
- Where a cap applies, the home country government typically runs an annual ballot or expression of interest process to select applicants within the cap
- Applicants who are selected through the ballot then proceed with the pre-application process and DHA visa application
- Ballots typically open during a specified registration window — for example, DHA has published information about registration windows in June/July for the following program year
- The DHA country caps page publishes whether caps have been reached for each nationality in the current program year
Checking current eligible nationalities
The list of eligible nationalities for both subclasses is maintained by DHA and may be updated when new bilateral arrangements are established or existing arrangements are modified. The 417 vs 462 distinction is fundamental for WHM applicants — choosing the wrong subclass or misidentifying eligibility at the outset means an application cannot proceed. The extended age bracket for Canada, France, Ireland, and the UK on the 417 is a significant policy difference that affects planning for applicants from those countries (they can be older and still be eligible).
