Atlantic Immigration Program (AIP)
Statutory definition
The AIP is a federal program, distinct from the PNP, established under IRPR r 87.3. It requires employer endorsement from a designated Atlantic employer and completion of a settlement plan before the permanent residence application is submitted.
Explanation
The AIP became permanent in 2022 (it was previously a pilot program). It differs from the PNP in that it is a federal program managed by IRCC, not a provincial nomination — though designated employers must be endorsed by the provincial government of the relevant Atlantic province.
Three streams exist:
- Atlantic High-skilled Program — for workers with qualifying skilled work experience (NOC TEER 0, 1, 2, or 3)
- Atlantic Intermediate-skilled Program — for workers in NOC TEER 4 occupations in specific sectors
- Atlantic International Graduate Program — for international graduates from a recognised Atlantic post-secondary institution
How this term is used
AIP applicants need a job offer from a designated Atlantic employer and a settlement plan prepared by a designated service provider organisation before applying. The program is designed to address Atlantic provinces' specific demographic and labour market challenges.
