Blended Visa Office-Referred (BVOR) program
Statutory definition
The BVOR program is an administrative program, not separately codified in the IRPA. It uses the existing GAR framework for selection and the PSR framework for sponsorship, combining both: the government selects the refugees and pays 6 months of income support; the private sponsor covers the other 6 months and provides community support.
Explanation
The BVOR program lowers the financial barrier for private sponsors (from 12 to 6 months of full support) while maintaining private community engagement in refugee integration. BVOR refugees are matched with sponsors by IRCC based on settlement needs and sponsor capabilities. The program is designed to expand the total number of resettled refugees without proportionally increasing the government's financial commitment.
