Category-based selection (Express Entry draws)
Statutory definition
Section 10.3 of the Immigration and Refugee Protection Act authorises the Minister to establish categories of foreign nationals for selection in Express Entry draws. Regulations under s 75.1 of the IRPR allow the Minister to designate categories for which ITAs may be issued in dedicated draws. The first category-based draws were conducted in 2023, targeting: French language proficiency; healthcare occupations; STEM occupations; trades occupations; transport occupations; and agriculture and agri-food occupations.
Explanation
Category-based selection draws operate alongside regular all-program Express Entry draws. A candidate is eligible for a category draw if they meet the category criteria in addition to being eligible for FSWP, FSTP, or CEC. Category draws typically have lower CRS cutoffs than all-program draws, meaning that candidates with lower CRS scores can receive an ITA if they fall within the targeted category. Candidates should identify which categories they may qualify for and ensure their Express Entry profile reflects the relevant occupational history, language skills, or other qualifying characteristics.
