Statutory definition

(2) A foreign national may be selected as a member of the economic class on the basis of their ability to become economically established in Canada.

Explanation

The economic class is the largest stream of permanent residence in Canada by volume and encompasses programs that select foreign nationals based on factors such as education, work experience, language ability, and adaptability. The primary federal economic class programs are administered through Express Entry, including the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program.

Provincial Nominee Programs (PNPs) also operate within the economic class framework, allowing provinces and territories to nominate foreign nationals who meet specific regional labour market needs.

How this term is used

Economic class applicants are assessed using a points system. Under Express Entry, candidates are ranked using the Comprehensive Ranking System (CRS) and invited to apply for permanent residence through rounds of invitations. The CRS awards points for core human capital factors (age, education, language, Canadian work experience), spouse or common-law partner factors, skill transferability, and additional points such as a provincial nomination or a qualifying job offer.
