Language testing (IELTS / CELPIP / TEF Canada / TCF Canada)
Statutory definition
IRPR r 75(2)(e) requires FSW applicants to demonstrate first official language proficiency. IRPC program instructions specify the approved tests and minimum CLB/NCLC scores for each Express Entry stream.
Explanation
Approved language tests for Canadian immigration:
- English (CLB) — IELTS Academic or General Training; CELPIP General
- French (NCLC) — TEF Canada; TCF Canada
Test results must be from within two years of the Express Entry profile submission date. CLB 7 is the minimum for most FSW and CEC requirements; CRS points increase with higher CLB levels (CLB 9 maximum for core language points).
For CRS purposes, scores in all four skills (listening, reading, writing, speaking) are required. Each skill is converted independently. French-language proficiency attracts additional CRS points under the Francophone immigration category.
How this term is used
Test scores must be submitted with the Express Entry profile and later with the permanent residence application. IRCC verifies scores directly with the testing organisations. Expired scores (older than two years) are not accepted — new tests must be taken if scores expire before the permanent residence application is decided.
