Regulation 11 — Prescribed application requirements

If an application is not made by electronic means it must be submitted to the address specified by the Minister, including the address specified on the Department’s website for that purpose.

Regulation 11 elaborates on the document and form requirements for specific application types. It works in conjunction with r 10 to establish the completeness threshold for different application categories — temporary resident, permanent resident, refugee resettlement, and citizenship-related applications.
Practical effect
IRCC publishes a detailed checklist for each application type that operationalises the requirements in rr 10-11. The checklist is the practical guide for applicants, but the regulatory requirements take precedence. Where a checklist item is not required by the Regulations, IRCC's request for it may be challenged; where the Regulations require something not on the checklist, the applicant must still provide it.
