Regulation 9 — Temporary residents — required documents

(1) A foreign national may not enter Canada to study without first obtaining a study permit.
(2) Subsection (1) does not apply to a foreign national who is authorized under section 188 or 189 to study in Canada without a study permit.

Regulation 9 prescribes the documents that persons claiming temporary resident status must produce: a valid passport or travel document, and the applicable permit or visa — a visitor visa (TRV), study permit, or work permit as the case may be.
Persons who hold temporary resident status but whose documents have expired may still have maintained status, but cannot demonstrate that status without documents.
Practical effect
The requirement to hold and produce documents is separate from the question of whether a person actually has temporary resident status. A person may have applied for an extension before their permit expired and be in "maintained status" under the IRPR pending the outcome, but without a physical document evidencing that status, they face practical difficulties proving their right to be in Canada. IRCC's online client portal allows verification of maintained status status in some circumstances.
