College of Immigration and Citizenship Consultants (CICC)
Statutory definition
The CICC Act establishes the CICC as a Crown corporation with a mandate to regulate immigration and citizenship consultants. The CICC sets registration requirements (education: Graduate Certificate in Immigration and Citizenship Consulting or equivalent; passing the Entry-to-Practice Exam), professional standards, and discipline processes. The CICC can suspend or revoke registration and refer matters for prosecution.
Explanation
The CICC replaced the Immigration Consultants of Canada Regulatory Council (ICCRC) in 2021 as a result of long-standing concerns about self-regulation. The new structure as a federal Crown corporation provides greater independence and enforcement capacity. The CICC publishes the public register of RCICs, allowing clients to verify credentials and disciplinary history. The CICC also operates the Regulated International Student Immigration Advisors program, which certifies persons who advise international students at designated learning institutions.
