Canadian Language Benchmarks correspond to standardised test scores as follows (English): CLB 10 corresponds to IELTS 8.0 (listening), 7.5 (reading), 7.5 (writing), 7.5 (speaking). CLB 9: IELTS 8.0/7.0/7.0/7.0. CLB 7: IELTS 6.0/6.0/6.0/6.0. CLB 5: IELTS 5.0/4.5/5.0/5.0 (approximate — exact conversions set by the test administrator and IRCC). CELPIP scores convert to CLBs directly (CELPIP 10 = CLB 10 etc.).
Explanation
Every immigration program that requires language proficiency specifies the minimum CLB/NCLC level for each of the four abilities (listening, speaking, reading, writing). For Express Entry FSW, the minimum is CLB 7 in all four; for CEC TEER 0/1, also CLB 7; for FSTC, CLB 4 for listening and speaking and CLB 4 for reading and writing. Within the CRS, higher CLB scores generate more points. A CLB 10+ across all four abilities is the highest tier for language points. IRCC only accepts results from designated testing organisations.
