Statutory definition
IRPR s 87.4(d) awards up to 50 additional CRS points for French language proficiency — 25 points for CLB 7+ in French with CLB 4 in English, and 50 points for CLB 7+ in French with CLB 5+ in English. IRCC's Annual Levels Plan sets targets for Francophone immigration outside Quebec (currently 8.5% of all economic immigrants by 2025).
Explanation
Canada has a constitutional obligation to support French-speaking communities outside Quebec. IRCC's Francophone immigration strategy uses the Express Entry French language bonus, dedicated category-based draws for French speakers, and PNP streams targeting French speakers to increase Francophone immigration. Applicants who have CLB 7+ in French (and are eligible for Express Entry) should ensure their profile accurately reflects their French language test results, as this generates significant CRS points.
