Language Instruction for Newcomers to Canada (LINC)
Statutory definition
LINC is funded under IRCC's Settlement Program. Eligibility: adult permanent residents and Convention refugees or persons in need of protection who have not yet obtained Canadian citizenship. Instruction is delivered at CLB levels 1–8 and is free of charge. Some LINC programs offer childminding, transportation assistance, and flexible scheduling to accommodate learners with caregiving responsibilities.
Explanation
LINC provides structured language instruction that helps newcomers meet the CLB 4 language requirement for citizenship and build workplace language skills. LINC classes are widely available in major urban centres and some smaller communities. Newcomers should be assessed at a Language Assessment Centre to determine their current CLB level before enrolling. LINC is not available in Quebec — Quebec's French language instruction is provided through MIFI-funded programs.
