Rural and Northern Immigration Pilot (RNIP)
Statutory definition
The RNIP is an IRCC administrative pilot program that designates specific communities to recommend candidates for permanent residence. Applicants must have a job offer from a local employer and be recommended by the designated community. The community's recommendation is a precondition for the federal permanent residence application. Communities are spread across Northern Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia.
Explanation
The RNIP addresses the challenge of population decline and labour shortages in smaller Canadian communities. Unlike Express Entry or most PNP streams, communities (not provincial governments) play a central role in candidate selection. Applicants must genuinely intend to settle in the designated community, and employers must be local. The program is particularly relevant for workers in healthcare, trades, and service industries in rural areas.
