TEER (Training, Education, Experience, and Responsibilities)
Statutory definition
The TEER system is defined in the NOC 2021 framework published by Employment and Social Development Canada. It is incorporated into immigration eligibility assessments by IRCC through program instructions and IRPR criteria.
Explanation
The TEER categories range from 0 to 5:
- TEER 0 — management occupations
- TEER 1 — occupations usually requiring a university degree
- TEER 2 — occupations usually requiring a college diploma (two years or more), apprenticeship training, or supervisory experience
- TEER 3 — occupations usually requiring a college diploma (less than two years), apprenticeship training, or more than six months of on-the-job training
- TEER 4 — occupations usually requiring a high school diploma or several weeks of on-the-job training
- TEER 5 — occupations usually requiring short work demonstrations
For the Federal Skilled Worker program, eligible experience is in TEER 0, 1, 2, or 3. For the Canadian Experience Class, at least one year of skilled Canadian work experience in TEER 0, 1, 2, or 3 is required.
How this term is used
When assessing work experience for immigration purposes, the applicant maps their duties against the NOC lead statement and main duties for the relevant TEER category. A NOC code with a higher TEER number (i.e., lower skill level) may not qualify for programs that require TEER 0–3.
