Regulation 213 — Post-Graduation Work Permits

Subject to sections 214 and 215, in order to study in Canada, a foreign national shall apply for a study permit before entering Canada.

Regulation 213 provides that a foreign national who has completed a program of study at a DLI in Canada that is at least eight months in duration and that leads to a degree, diploma, or certificate is eligible to apply for a PGWP within 180 days of their program completion. The PGWP is valid for a period equivalent to the length of the completed program, up to a maximum of three years.
The program must be at a qualifying institution — as of 2024, eligibility is restricted to programs at universities and designated colleges (not all colleges and private career colleges).
Practical effect
The PGWP is one of the most valuable benefits of studying in Canada — it allows graduates to work full-time for any Canadian employer for up to three years, accumulating the Canadian work experience needed for Express Entry CEC eligibility. PGWP changes in 2024 significantly tightened eligibility: many colleges lost PGWP-eligible status, and language requirements (CLB 7 for PGWP applicants completing programs after November 2024) were introduced. Graduates must apply within 180 days of receiving written confirmation of program completion (not from the last day of classes). The PGWP is a once-in-a-lifetime permit — it cannot be renewed or obtained a second time.
